End-of-Trip Facility Requirements for Metro Vancouver Offices (2026)

Key Takeaways

  • End-of-trip (EOT) facilities support cycling to work through showers, changing areas and clothing storage. Vancouver and Burnaby prescribe facility requirements linked to Class A bicycle parking.
  • Vancouver and Burnaby publish tables specifying minimum EOT fixture counts.
  • Burnaby’s EOT rules are in Zoning Bylaw No. 14815, Part 7, Section 3.5. They apply where non-residential uses require four or more Class A bicycle parking spaces.

For a typical 5,000 sq m Vancouver office (about 29 required Class A bike spaces), you’re looking at roughly 3 showers, 3 water closets, 2 wash basins, 3 grooming stations, and 41 clothing lockers.

Why This Matters

EOT requirements add up quickly. For example, an office requiring 30 Class A bicycle spaces in Vancouver or Burnaby will also need multiple showers and dozens of clothing lockers.

That’s real square footage, and if you don’t plan for it early, you’ll either be squeezing it in during construction or could fail inspection. The rules also change city to city, so step one is figuring out which bylaw you’re building under.

Vancouver: Table 6.5A

For office use in the City of Vancouver, Table 6.5A of Section 6.5 governs fixture counts. Requirements scale with the number of required Class A bike spaces:

  • Water closets: 1 for every 10 Class A spaces up to 50, then 1 for every 20 above 50
  • Wash basins: 1 for developments with 5-10 Class A spaces, plus 1 for every additional 20 up to 50, then 1 for every 40 above 50
  • Showers: 1 for every 10 Class A spaces up to 50, then 1 for every 20 above 50
  • Grooming stations: At least one per shower provided, separate from the wash basin, with a mirror, electrical outlet and countertop at least 600 mm wide by 250 mm deep.
  • Clothing lockers: At least 1.4 times the number of required Class A spaces. Each locker must be at least 45 cm deep and 30 cm wide. At least 50% must be at least 180 cm high; any remaining lockers must be at least 90 cm high.

Office use itself is required to provide 1 Class A bike space per 170 sq m of gross floor area, so the EOT count scales directly with building size.

Additional toilets, wash basins, showers and grooming stations are not required where an on-site employee fitness centre provides facilities that meet or exceed Sections 6.5.4 and 6.5.5, are accessible before and after employees’ shifts, and are conveniently located relative to employee Class A bicycle parking.

Burnaby: Zoning Bylaw No. 14815, Part 7

Burnaby’s EOT requirements are set out in Part 7, Section 3.5 of its zoning bylaw. They apply where four or more Class A bicycle parking spaces are required for non-residential uses. Minimum fixture counts are:

  • 4-20 Class A: 2 water closets, 2 wash basins, 2 showers
  • 21-40 Class A: 2 water closets, 4 wash basins, 4 showers
  • 41-60 Class A: 4 water closets, 6 wash basins, 6 showers
  • Above 60 required Class A spaces: Add one toilet, one sink and one shower for every additional 15 spaces or part thereof.

Plus, for every project meeting the trigger:

  • At least one grooming station per shower provided, equipped with a mirror, electrical outlet and countertop.
  • Two change spaces per shower, including at least one private change space per shower.
  • 1.5 clothing lockers per Class A bicycle parking space provided.
  • One drying hook, or equivalent, per Class A bicycle parking space provided.

Office use in Burnaby is required to provide 1 Class A bike space per 170 sq m of gross floor area, matching Vancouver’s rate.

Surrey and Richmond

Surrey and Richmond’s general zoning provisions do not contain an office EOT fixture table comparable to Vancouver’s or Burnaby’s. However, project-specific requirements still need to be checked.

Richmond requires office bicycle parking under Section 7.14 of its zoning bylaw and can secure EOT facilities through transportation demand management measures and development approval conditions.

Surrey’s general zoning parking table lists bicycle spaces for ordinary office use as “Not applicable.” Confirm whether the project’s specific zoning or approval conditions impose additional requirements.

For either city, confirm the applicable requirements with municipal planning staff before finalizing the design.

Design Considerations

A few practical points that come up on every project:

Location: EOT facilities work best adjacent to the bike parking area to minimize the wet-clothes trip through the building.

Ventilation and drainage: Coordinate the proposed showers, changing areas and clothing storage with the project’s mechanical and plumbing designers to confirm ventilation, drainage and moisture-control requirements.

Locker sizing: Vancouver requires clothing lockers at least 450 mm deep and 300 mm wide. At least 50% must be at least 1,800 mm high; the remainder must be at least 900 mm high. Providing all full-height lockers is permitted.

Grooming stations: In Vancouver, each station must be separate from the wash basin and have a mirror, electrical outlet and countertop meeting the minimum dimensions.
